I don't know the reason why s not allowed in your country, but im sure if your check our their website and terms, etc.. it will tell you. PayPal do the same and do not allow account for people from certain countries. Maybe you wll just have to use a different payment method.

Indian bank union RBI requires the companies to have bank status before issuing the debit and credit cards. So if any company be it indian or international wants to issue the debit and gift cards can't do that. They have to take either bank license or the payments bank status in india. And that's how the permission for the international cards is acquired by the companies from around the world.

This is the same reason why the paypal and others don't let the Indian users to hold the money into the account. Only wallet and payment banks business can do that. And they have to acquire the license in such case.

You totally nailed this,, an Indian asked this same question and it was given this same answer,I think with Paypal, they can't keep Indians money in their account or risk paying heavily for it. So you just have to try to use other payment processors that would be compatible with your country.

Yes these foreign companies want to be dictator in India. And want to overrule local rules. Many freelancers and business don't see the point. Payoneer card is not required. As long as you can get the money in bank. There is definitely no need for it. Payoneers bank transfer is cheaper than paypal.
