I suggest you to check the website named "Getbootstrap" and "Foundation framework". From here you can get information on creating the web template. You can create basic to complex layout. It depends on what you want to do with the layout. I think some of the web template are lot easier to create. But some of the complex one requires more effort. On that basis, I'd say web template needs to have some level of consistency.
